He is primarily a commercial litigator representing various types of businesses, community associations, real estate developers and builders. Doug has successfully litigated construction related claims against condominium developers and their subcontractors for defective construction and financial improprieties. He also has a robust civil law practice.

Professional Experience:
Mr. Sclar's practice is focused on construction law and public contracting. He has over 27 years of experience representing public and private owners, building contractors, developers, schools, community associations, design professionals, general and trade contractors, insurance companies, subcontractors, and suppliers.

On behalf of his clients, Mr. Sclar is responsible for negotiating and drafting contracts, handling matters involving construction and design defects, project impact and delay claims, public bidding disputes, compliance with contractual and statutory requirements, OSHA-related issues, workouts, liens and default situations. His areas of expertise include litigation, arbitration and mediation of disputes on public and private works involving construction defects, professional liability of architects and engineers, latent and patent defects in real property, strict products liability, extra work claims, changed conditions claims, delay claims, defective work claims, mechanic's liens and stop notice claims, surety bond claims, bid protests, and issues regarding state and federal false claim laws.

Mr. Sclar is a frequent speaker before industry trade groups and various public entity associations on construction law and public contracting issues.

Prior to starting his own practice, Mr. Sclar served as Counsel in the Construction department of Parker McCay. Before Parker McCay, Mr. Sclar was in-house counsel to a mid-sized general contractor. His thorough knowledge of the construction industry and construction-related legal issues permits him to provide clients with comprehensive and accurate advice throughout all phases of their construction and procurement projects.
